Both programmes run on the same platform, the same governance and compliance framework, and the same reporting discipline — and are frequently supported together by companies seeking coverage across women’s entrepreneurship and youth employability.

Statutory alignment under Section 135

Audit-ready statutory Schedule VII classification

Companies Act, 2013

Both programmes qualify for CSR expenditure under Section 135 of the Companies Act, 2013, read with Schedule VII: item (ii) — promoting education, including employment-enhancing vocational skills, especially among women; and item (iii) — promoting gender equality and empowering women. Both advance UN Sustainable Development Goals 4, 5 and 8; the Saksham Yuva curriculum is additionally aligned to the National Education Policy 2020.

ONGOING PROJECT TREATMENT GUIDANCE [SECTION 135(6)]

Because a Saksham Mahila batch runs twelve months and will ordinarily straddle two financial years, a contributing company may at its discretion classify the project as an ongoing project under Section 135(6) — with unspent amounts transferred to its Unspent CSR Account and applied over the permitted period — or alternatively time its contribution so that utilisation completes within the financial year. EMVF aligns batch scheduling and reporting to the treatment chosen.

From contribution to close-out

The verified LOI pipeline means a sponsored Saksham Mahila batch is identified, confirmed and convened within approximately ten days of funding — no cold starts.

T + 0 Step 01

Contribution received; batch allocated; deployment area finalised from the LOI pipeline

~ Day 10 Step 02

Event 1: enrolment, bundle selection, portal onboarding, kit distribution, parallel medical & awareness camps

Months 1–6 Step 03

Course completion; monthly live Q&A; tutor-moderated community support; on-call assistance

Month 6 Step 04

Event 2: entrepreneurship & finance training, on-site Udyam registration, certification ceremony

Months 6–12 Step 05

Marketplace listing, exhibitions and placement coordination; income outcomes tracked

Quarterly Step 06

Impact report, dashboard update and fund utilisation statement to the sponsor

Month 12 Step 07 (Close-Out)

Final impact report, utilisation certificate and batch close-out; community access continues

Saksham Yuva deploys by academic cycle: college onboarding and enrolment drives, one year of self-paced portal access per student, module-wise certification — with the sponsor watching enrolment, progress and completion on a live dashboard throughout, and quarterly reporting on the same discipline.

Unit-costed. Fully utilised. No surplus.

Core Utilisation Principles

01

PRINCIPLE 1:

The contribution is a voluntary CSR grant — not a price for any service or deliverable; unit figures are the Foundation’s budgeted programme cost, presented for transparency of utilisation.

02

PRINCIPLE 2:

100% of the contribution is applied to programme delivery. Mobilisation and delivery expenses are direct programme costs — not administrative overheads — supporting the contributing company in remaining comfortably within the 5% administrative-overheads ceiling under the Companies (CSR Policy) Rules, 2014.

03

PRINCIPLE 3:

All procurement is undertaken directly by the Foundation at component level to eliminate intermediary margins; the budget is constructed with no surplus of any nature.

04

PRINCIPLE 4:

Unit cost remains constant at every scale — whether the sponsored batch is 100 or 10,000 — and no volume discounts are offered, because there is no margin to discount.

05

PRINCIPLE 5 (GST & TAX):

The contribution is a CSR grant, not consideration for any supply of goods or services; accordingly, no GST is chargeable on the contribution. All procurement-side GST incurred by the Foundation is absorbed within the per-beneficiary budget. Contributions are eligible for deduction under Section 80G, subject to the applicable treatment of CSR expenditure under the Income-tax Act; companies are advised to take their own tax position.

Many companies fund both — a women’s batch in their plant’s district and a student cohort in the colleges their workforce comes from. We structure combined deployments as a single partnership with unified reporting.

Partnership, reporting and recognition

01

A batch or cohort named after the organisation, carried through enrolment records and reporting.

02

Digitally documented beneficiary records — every beneficiary, from enrolment to outcome.

03

Quarterly impact reports with stories, photographs and data from the field; dashboard access — live for Yuva cohorts.

04

Quarterly fund utilisation statements, and a formal utilisation certificate at close-out.

05

Invitations to field visits and both offline events, with a structured employee-volunteering protocol for companies that wish to involve their teams.

06

Openness to sponsor-appointed audit or third-party evaluation at any stage.

The Foundation acknowledges its supporters in programme communication as an expression of gratitude, with the form of acknowledgment agreed case-to-case; any wider communication arrangements are discussed separately with the sponsoring company.
